Ministry History

The Beginning

True Believers Outlook Ministry started in the heart of Pastor Ray over 21 years ago. Having been delivered and set free from 27 years of drug addiction and promiscuity, he left Teen Challenge Rehabilitation Center in Michigan a changed man. After going through the program, Ray was promoted to senior staff after only 9 months of a 13-month program, showing God's favor on his life. Pastor Ray felt an urgent desire to help people beyond what he was doing, and a door was opened in Chicago, IL for a pastoral internship with the Assemblies of God.

Founding True Believers Outlook Ministries

In 1995, Pastor Ray left Michigan to serve as interim pastor at Southside Tabernacle in Chicago, IL under the direction of Pastor Spencer Jones. As Outreach Pastor, he started a support group for those with addictions, ministering to many homeless and hurting people through home counseling and weekly support groups, and sending many individuals to Teen Challenge over the years — often paying their expenses himself.

After completing his internship, Pastor Ray founded True Believers Outlook Ministries, a ministry dedicated to rehabilitation for those suffering from addiction. A lawyer he had met was so impressed with the vision that he donated his time to incorporate TBOM as a 501(c)(3) ministry. With the support of his children, Neoccesha Mudd-Houston, Nikikaya Mudd-Houston, and Cheriamor Houston, and other family members, Pastor Ray began sending men and women to Teen Challenge, ministering to a church without walls in the heart of Chicago.

Growing the Vision

God later blessed Pastor Ray to become Director of the Progressive Beulah Transitional Ministry Program, where he directed a weekly support group, led men in closer relationship with Christ, and gave overall direction and pastoral counsel for the Transitional Center. Under the direction of Bishop Thomas Barclay, he was also chosen to start and direct a discipleship ministry there.

In 2008, he and his wife, Pastor Colleen, became Director and Pastor of TBOM and G.R.O.U.P. Ministry Home for four years. Pastor Ray continues to fulfill the plan and purpose of God for his life by being an inspiration in the lives of others.
